Welcome Enforcement and Investigative Agencies to E-FORCSE, Florida?UR(TM)s Prescription Drug Monitoring Program.

Section 893.0551(3)(c), F.S., provides that a law enforcement agency that has entered into a user agreement with the Department may request confidential controlled substance dispensing information from the database during active investigations regarding potential criminal activity, fraud, or theft involving prescribed controlled substances. In addition, Department of Health Investigative Services Unit and Medicaid Fraud Unit investigators may request information from the database to aide in the investigation of cases involving controlled substances.

In order to request confidential information from the program manager, the agency head or designee of an agency identified in section 893.0551(3)(a)-(c), F.S., shall:

1. Enter into a user agreement with the Department using the Prescription Drug Monitoring Program (Training Guide for Law Enforcement and Investigative Agencies Appendix 1); and

2. Identify to the Program manager one agency administrator using the Agency Administrator Appointment Form (Training Guide for Law Enforcement and Investigative Agencies Appendix 2).

3. The Agency Administrator must perform the following steps to request an agency administrator account:

a. Click the Terms & Conditions link located on the left menu to open and read.

b. Click the Training Guide for Law Enforcement and Investigative Agencies link located on the left menu and review the training guide.  

c. Complete the E-FORCSE Information Security and Privacy Training Course by clicking on the link on the left menu.

d. Use the information provided in the ?URoeAgency Administrator Registration?UR? section of the Training Guide for Law Enforcement and Investigative Agencies to create your account. If your access request is approved, you will receive two e-mail notifications that will include instructions for accessing the database.  If your access request is not approved or additional information is needed, you will be notified by the E-FORCSE program staff.

e. Review the E-FORCSE Administrator Mandatory Webinar and submit a certification of completion.
